Northern Virginia's Readiness for Federal Stormwater Requirements

While certain localities may be better positioned to meet more stringent EPA limits in part as a result of long-planned and costly projects such as wastewater treatment plant upgrades, improvements and replacements, others cities and localities with centuries-old infrastructure systems are faced with an unsure future – how implement the neccesary improvements to meet runoff limits, and equally important, how to pay for them?
