An engineering analysis was conducted to determine the need for new water storage facilities and related water system improvements. In the "high system," services included determining the need for new water storage, re-evaluation of "high system" existing demands affecting storage, determining appropriate location, height and size of the new tank, and hydraulic modeling analysis to determine necessary waterline improvements required to fill the tank. In the "low system," services included evaluation of various alternatives for supplementing and replacing existing deteriorating storage facilities, and recommendations for phased improvements.

Engineering services for the demolition of existing tanks in the "low system," and the design of a new 2.0 million gallon water storage facility, and two 1.0 million gallon facilities, along with associated piping and valves, mixing systems, and associated telemetry were provided.

Additional services included assistance with FAA requirements and a cross-sectional profile of the proposed tank site and a tank failure analysis was provided to address public concerns.
